How to edit the title in the hub's URL with the Title Tuner?
I used the Title Tuner to edit the Topic of one of my hubs, however the title shown in the hub's URL in the address bar is still the previous one. How to edit this?
You cannot change a hub's url. Once you choose a url, you're stuck with it.
you can not change the url of your hub after once you publish it. You can change the title with the help of title tuner. The URL for an article is set permanently when you set the title the first time as mebel says. This is because you might get links to the URL, Google will index it, etc
If the URL were to be editable, Hubpages would need to set up 301 redirects for each change so that the old URL redirected in a correct manner that passed pagerank to the new URL. Logistically this would be a nightmare, especially if you can keep editing the URL. Hence, they make the URL permanent.
It's no great loss. While domain name is considered to have a role in SEO, filenames (the URL) aren't these days.
Ditto to pretty much everything everyone else has said. But, if you are still unhappy with your URL, delete the hub and repost it under the URL of your choosing.

I was almost done with a hub and noticed a typo in the title. It allowed me to edit the title but it doesn't edit the URL.I can understand not allowing change after URL (ok, not really) but you should be able to edit the URL before publishing. When you click publish I think a box should open...

Did some of you noticed an option Title tuner in hubpages? It suggests you how to tune your title to get more traffic. It worked for me. There was 3 fold increase in trafic when I just added a key word hubpages suggested me in mzy title

Once you have published the article the url stays the same. .
