How can I tell if a photo I wish to use from the internet is pixelated or otherwise not allowed?

I have been dinged twice about pixilated photos and I don't know how to avoid these problems in the future.  If you give complete credit to the photographer, what else can you do (which is what I did)?  I'm now afraid to use ANY photos from the internet!

Pixilated photos are unattractive in hubs; that is one reason why they are not allowed. There are plenty of free, legal photos out there to use, but you need to know where to look.

Here is the best place to look for that answer: http://hubpages.com/learningcenter/legal-image-use You will find info about how to attribute photos properly and where you can find public domain photos for use.
