Readers these days have short attention spans and expect to be entertained. Photos can be entertaining. Figures can help explain things more clearly, and make them interesting, as well. This helps readers stay all the way through to read your entire hub. The longer readers stay, the more likely they are to learn, to share what they saw, and to click on ads near you article, which makes you money.
The right word here is "pictures" or "photographs" and not figures. Figures sound like something else. By the way, adding photographs to your hubs make your hubs look more lively and raise interest among readers to read your hubs.
