Only if you can prove to the staff that the reason you were banned isn't a good reason. Generally you need to do something pretty bad to be banned, so it's rare for a user to be unbanned, although I know of a couple who have been.
To prevent someone from actually experimenting to find out, I'll tell you right here and now: Only if said Hubber is very convincing in their argument. You'll need proof that you didn't commit the offence whereas HubPages have plenty of reasons to ban. It's rare to see someone get banned because people here are smart and know to follow their superiors' rules. But as WryLilt said, "yes, but only if you can prove their argument is invalid".
