Traffic, Search Engine Ranking etc... oh, and of course Quality and date of publish and last edited.
Many things determine it. A staff member would be better at giving a whole detailed list.
This is a great question. I must assume it is all done through an electronic device, not human eyes. It would be interesting to learn more.
i think a particular hub goes with the season. My valentine's day hub went up this month and so are my DIY hubs. However, last year around november, these hubs went down. So, i think depending on what hubs you posted had to do with the season. People click to your hubs when it is the right season.
Thanks all, for the enlightenment! Great informative answers!
Got me. I'm brand new. Just published my first Hub today, and I'm not worried about the score on that--my OWN score is trying to dive through the basement! The computer started me out at 30. I added a profile bio and an avatar the first day, published a Hub the second day, and now my Hubscore is down to 8!!
Hope they don't go into the negative numbers....
Being on HubPages for several years...and lots of research, I have attempted to answer this question as well as the difference between HubScore and HubberScores. I put all my research into one article. Feel free to check it out: http://hub.me/acuii
Hope this helps!

Sometimes when I have ideas for hubs, I "start a hub" and sometimes finish it later or just let it sit there for a while. Maybe I should just write down my hub ideas instead. Does it hurt my hub scores or overall hubber score to have those unfinished hubs (often with just titles) sitting...

Hi--me again.. I was reading that there is a 'nofollow' generated on hubs with scores of 50 or under, so I've un-published all of mine that were down in that range. The result is that my total hub count is now way down, so that instead of 10 more hubs to 100, I've now got to...
