No. The only thing to do is to unpublish the first one and then start a new Hub. Copy your work to the new Hub but do not publish it until you are sure  that nothing is missing and the old one is completely deleted. Then publish the new one.

From now on either be sure that you have a matching title and URL or change your title without worrying about the URL. Just keep them as close as possible.

will it affect the hubs score or any other factors related to hubs. Will the hub be published again after deleting the old hub?

The first question: If you do not change anything in the Hub or the title then it might not effect the score.
The second question: It will go through the QAP as all newly published, edited or updated Hubs do.

There is no way of changing the URL, but I've found it doesn't really matter what the URL is. I've rewritten many of my old hubs and given them new titles that are completely different to the URL, and they still do well in search engine rankings.

I believe title of the link also plays an important role in increase of rankings.
It give you an edge to some extent

I disagree. It  makes not one iota of difference according to my experience.

And what is your level of experience and expertize? You don't even konw if it's possible to "change the permalink of a hub after it's published"!

No, you can't change the URL, the keywords in the URL do effect the Hubs rank a little but don't worry about it too much, as long as the main keywords are in the URL it should be fine.

Google will use the title, summery and content to rank your page.

Of course if the URL of the Hub is  'http://aeraafpatel.hubpages.com/Best-Golf-Clubs' and the Hub is about iphone cases you might want to do what The Examiner-1 suggested, copy all the content from the Hub, put it in to a new one with the new URL, delete the old Hub and wait about 10 days before publishing the new Hub.

The link of  my page is http://aeraafpatel.hubpages.com/hub/web-milestone  and my hub is about "Tips for creating your first website". So you could see there is no similarity in between the title and the link .

      Thanks for your answer!
