Articles are not uploaded on this site. You must click on "Write" and copy and paste your article into the text boxes provided. But first you should spend some time in the Learning Center (click Help in the upper right) to learn how to write and publish articles correctly on HubPages.
The orange "Write" button at the top of this page will enable you to create an article. You can type in the text capsules that you place in the article or you can copy and paste from an article that you have written on a computer.

There is no "upload." You click the big orange "Write" button and type stuff.
I guess this guy never figured out how to upload, huh?
