All I received was an email stating that my entry didn't meet the quality expectations and was directly to a general outline that is a graded number system. Nothing as to what exactly makes my article unable to be published.

I was hoping to get a fresh start on my beauty blog and move it here to HubPages. This won't be happening as most things in the beauty industry are time sensitive and leave little window for such a process. However, I am curious as to what specifically makes this article kept from the public on your site.
Here is my article: Launch: ColourPop Mulan Collection (must be signed in to view)

HubPages is not a blogging platform.  They are looking for magazine style articles of about 1,000 words that answer the question "How do I . . ."  Articles should be about evergreen topics.  Topics that wil only be current for a short time (such as a product launch) are frowned upon.

Have you considered Blogger or WordPress?  Both are free blogging platforms where you can write whatever you want.  I believe that Blogger, because it is owned by Google, can also earn through AdSense.

For future reference, you should also know that we are only allowed to link twice to a particular website. You have linked four times to one site and have also linked to the company's Instagram account. In addition, it's not good enough to state the copyright information for photos as you have done. If you write some more articles for HubPages, you should investigate the requirements for image use in the site's Learning Center. You can find a link to the center by clicking on "Help" at the top right of this page.

There is no point publishing time sensitive material here. Hubages is not a news site. The platform wants 'evergreen' articles that will attract traffic for a number of years.

Posting something that says 'launching tomorrow' is a waste of time.

You cannot use any copyright images that don't carry a Creative Commons license.
