Hello and thanks for your response.
What I pasted above is all that there is in the email. After that it just says:
"When you have made the requested changes, simply visit the live article and click the “submit to a HubPages Network Site” button above your article’s title to begin the submission process."
There are no specifics on what the issue(s) is. I was hoping to find this personalized note from the Editor. I can't find it. Does it reside in a certain spot?

Reply to editors@hubpages.com... make sure it is 'editors' with an 's'... and ask what changes they want you to make.

Still no response I'm afraid. Doesn't look promising. Been a few days now.
Update - I finally got a response.
Apparently I need to put a new spin on the article as the topic has been covered on that network platform
It's puzzling to me as it's an article about a historical event, they are my own words and it is original. I can't change much about history.
Not sure what else I can do really.

I’ve been experimenting recently with ChatGPT. In this case, it looks like I didn’t do enough work on the article to improve and humanize it.The speed of rejection and wording of the email suggests that it was auto-detected.I don’t know whether to be upset or cheered that the software rejected it....
