I use Constant Contact, but not to promote my hubs. Any mailing lists that you use with CC need to be opted into, and there's no way to do that here from HP.
I suppose if you already have a list from another site and you have hubs that are relevant to the subject matter they opted into, it might work. Otherwise it's just spam.
