If I had an article or essay I wanted to submit to a journal or magazine, would it be considered previously published if I first shared it on Hubpages?
It all depends on the publisher. Some want first rights whether online or not.

It would be previously published.
In my experience, most publishers want First Rights, so if you'd already published your article elsewhere - including online - you'd be unable to fulfill that requirement.
Anything posted to the internet is considered published.
