I like the new rule that requires you have 50 words for each Amazon item. How about having the same for pictures. The number of pages I've seen with about 20 pictures and then about 50 words is very high - mostly Bollywood actresses!
I have been flagging these as low quality - (is that correct) - but by having a 50 word rule for pictures too, it would require a lot more work for these type of hubs!
Picture hubs with less amount of text do not get higher hubscores. I don't think those are considered substandard unless otherwise there's some other reason - for example, picture with watermark is not allowed. A hub with such picture(s) can be flagged as substandard.

50 words per Amazon capsule, what are words?The new rules state that you must have 50 words per Amazon capsule. What exactly is defined as words. Is it just in your body of text? What other words such as titles and descriptions, if any, towards your word count?
