I assume it's based on average time per visitor per hub, so write hubs that are interesting and will keep visitors there for some time. Think about how your hub looks to someone who is hub hopping. Will they instantly hop to the next hub, or will they scroll down to read more? If they take the time to comment that's even better, because that's still time they're spending on your hub.
