Plagiarized Content Other Countries- What Can We Do?

    Is there anything we can do in regard to the above if Google won't or can't take it down?. I know there are rules in other countries. I have plagiarized content that is above my content on page 1 of Google with my keywords. I also believe that the writer has put garbage in my words so that it does not show up as duplicate content. Hub Defender has not caught it as duplicate. Words such as Internet Explorer are changed to Web browser. Other parts are very obviously mine, like a rhyme I made up about Microsoft. I have asked Google to at least put my content above the duplicate with no luck. My website is often above an eHow article about the subject. That's interesting!!!!
