I have flagged a hub twice since last three days but still it is in HP. I filed a DMCA complaint in google about another copied content in a blog, they deleted the blogspot account within 24 hrs.
You should file a DMCA with HubPages too, especially because they say that's the procedure.
You should also contact the hubber and ask to remove the hub.

I've just seen that one of my hubs has been flagged up as having been copied. Someone has copied it word-for-word on Yahoo Answers. What should I do about this? And will my hub score suffer as a result?Thanks, Moon.
