I am using Hubpages Ads program on my hubs and my current hubs traffic is from Pakistan, and India.That is why I am getting very low CPM ( approx. $0.90 ). Now I wanted to target USA, UK traffic. I know the CPM will be high if I get traffic from these countries. Now the question is this, will my overall CPM be decreased due to a mix of traffic from Pakistan, India, and USA, UK? Should I make a second account to target USA traffic?
Not sure about the CPM but yes you can have a second account here on HubPages.
