Where is this? In the U.S., there is a so-called "Freedom of Information Act" (FOIA), but it is pretty much useless. That is because the government decides on each request whether it is classified or national security related. Since THEY have the final say, that is why it is a joke.
yes,RTI is a tool to lower down the corruption,but alone RTI cannot eradicate.
