I think this would depend on how Google is used. It a person uses Google as a web browser to search for stupid websites which might include porn or other undesirable sites, then yes, Google could weaken a person's cognitive ability. It Google is used to expand one's intelligence such as for research, then no, it wouldn't weaken cognitive ability.
