If the pen is mightier then the sword, what is mightier then the pen?
Sword as in war, pen as in diplomacy, perhaps there is a third option in resolving something.
This is a pretty broad question, and the proper solution to disputes varies from situation to situation. Diplomacy is ideal since it's nonviolent; the only thing better is perhaps not getting into the conflict in the first place, but that's a pretty tall order.
I suppose from a tyrannical viewpoint, espionage and secrecy could work better, as you aren't resorting to war and don't have to make diplomatic concessions.
