On the face, yes. A detention does incur costs and the offender, not the innocent tax payers, should foot the bill. Secondly, hitting someone in the wallet almost always have a good effect.
Now, let's figure out how to prevent the schools from turning this into a cash cow like the speed traps for the highway troopers.
