Can someone get a family tree DNA test for genealogy purposes?
In most places, the barrier to entry to getting DNA test is money and consent.
So, assuming you have the money for the test and people are willing to consent to a test, this should not be an issue.
As far as testing strangers, outside of your own family, I can see several privacy concerns this might cause, so I don't really think it would be a good idea. Of course, it again comes down to consent, so as long as people are willing to do it...
