At what point should parents who release multiple children into the foster care system be stopped?
And how? Is it feesible without violating human rights?
I believe here in Pennsylvania that if a parent has lost parental rights on a child or children due to neglect or abuse, the State is able to remove any newborn from the parent's care right from the hospital. But foster care is a different matter; the parent still has rights.
