When I'm writing hubs, I automatically add the tags the system recommends, and those are the only tags I use. Well, sometimes I get a message saying that my hub has too many tags and may decrease my score or result in my hub being labeled as deceptively tagged. I don't understand how this can happen when I'm using the tags that the Hub Pages system is recommending. Any thoughts?

Suggested tags are just guesses made by a computer filter. Too often, they are not specific enough to be beneficial to your Hub and too frequently, they are actually irrelevant words that just show up often enough in the text.
I almost never look at the suggested tags and even more rarely actually use them.
Like Relache says, the "suggested tags" are just guesses produced by an automated scan - many of them will be wrong! You need to go back and delete all the irrelevant ones as they could be having a negative effect. And think up some of your own.
If you're not getting truly related tags, you should be looking at the text of your Hub, and asking yourself if you've used enough relevant words in your Hub. If the Hub tag filter can't work out what your Hub is about, how will Google?
You need to only added the automated tags that really fit the hub--the kind of words someone would Google is they wanted the information on your hub.
I always research my keyword phrase and jot down LSI keywords to add as tags, all those listed are not always related to your keywords. I gravitate around 8 to 10 strong and relevant keywords which I use as tags and always get them via researching my topic with Google Adwords Keyword Tool.
There are some fantastic tutorials here at hubpages just type in what your interested in learning about in the blank box in the upper right hand of this page, beside forums and search hubs. You'll be amazed at the free knowledge available to you.

I sometimes use the recommended tags but they are often too general. I hope you enjoy it here on HubPages.
the suggested tags sometimes suggest a tag for something we only briefly mention. I was just wondering myself if I should use some of the tags... in one of my hubs, I quote Robert F. Kennedy once, but my hub is not about him. Do we include these kind of tags? I usually don't.
