Sahed, you need to write a hub and then publish it.  Have you gotten that far yet?

The gentleman has written "My all the hub," which have been unpublished. HubPages must have sent an email explaining what was wrong and with what hubs. Simply respond to it and ask for clarification. If unable to find it, contact HubPages by using their contact form:

Have you checked your spam filter?  Their might be a message from Hubpages that got stuck in there?

Perhaps they are too short, or not written well in English. I've no idea. Contact Hubpages and ask them exactly what is wrong.

When HubPages unpublishes Hubs, they send an email letting you know why.  Be sure to check your spam or junk folders for this email.

You can also go read the FAQ, which lists all the reasons, and see which ones might apply to your Hubs.

Start reading from this point on,

Just from your post and profile, you might need to polish up your grammar.  I know that American grammar isn't the best but this is an American website and we're used to it.  It's harder for a hubber from another country because it is a second language but, I think that's why your hubs need to be revised according to hubpages.

from what i have learned if your hubs have had all those hubs unpublished and you have not been banned then you should be happy.
there should be a message on each unpublished hub that should give you some generalized information.
contact the powers that be and ask them what specifically what they want you to change.
that is what i have learned from others who have had hubs flagged and unpublished.

What does the email from Hubpages say? Like others have said, I'm guessing it has to do with your English skills. It may seem unfair, but as someone who has dealt with online advertisers for a long time I can tell you they are very picky about the language a site uses, and Hubpages therefore has to be protective of its site as a whole and require English-only hubs written with a certain degree of coherence. This is important because ads are targeting an English-speaking audience and also because it prevents covert keyword stuffing, where you just jam a bunch of keywords into a page with some nonsensical sentences to boost your search engine rankings.

For me when I save my hub "unpublished" it says, "needs revision".After I am done with editing and hit the "publish" button everything is fine.

Your profile has 0 hubs so I have no idea what happened. You should contact the HP team.
