Compare the same hub, same content, same format.
Does it have any different score, different record or different history if compare between I create that hub myself and I create it by click "make a hub to answer this question"?
For example, if I create a hub about "Migraine Home Remedies", how it's different between.
- I click "create new hub" and make a hub about "Migraine Home Remedies"
- Find some question ask about the migraine home remedies (if possible) and click to create hub for this answer.

There is no difference just do what suits you best. If you need ideas as to what to write about you could always check out the questions and get inspired. Also, if you find a question on a topic that interests you why not write a hub about it? Its fun so do whatever you wish
All you need to do is make the hub informative, interactive and cool! Check out some of the hubs by other writers and you'll get some ideas. Don't follow the format of another hubber as everyone has their very own style. Instead, just take a look at the way others write as this will give you some idea as to how you could make your hub better.
Lobo is right there is no difference.. The questions were mainly focused on because of the know it all contest we had lately as a way of promoting asking questions that can earn you some money.
You could write what suits you best.. questions could limit your hub at times.
The main reason for the question/answer section used to be to inspire people to answer the questions by writing a hub. I think it is the best way to answer a question that inspires you. For others, a short answer is fine.
