I'm a bit slow or behind in my English and would like to know what APA means.
Anyone can answer this as I will be asking more questions about using proper grammar when writing.
I hope anyone needing help with grammar will use this thread so we can all learn to write correct grammar.

I would not use that reference for material I'm writing here as it is geared very strongly to the publication of science journals and books, and unless that sort of tone was suited to my readers.

APA style is use for college & grad school papers, medical journals, etc. , & doesn't apply here. Re: your 1st question, people are "who". Things are "that", so a person should ALWAYS be referred to as "who" or "whom".
I added that in my response because I wasn't sure what style of writing you use. APA is not a style I have seen in many hubs, but I have seen some hubs written in this style, mostly from academics.
'Women that made history' is acceptable as it refers to a specific group of people. Either 'that' or 'who' is acceptable.

I live in NZ that's most likely why I never heard of APA Style, something I have not bother about until now, I want to learn the right way. It's like going back to school 60 years later.
You will find hubs here written with this style. I know some of phdast7's history related hubs are written with this style and a few others. I can't recall their names. Misslong123 has an excellent grammar hub that is useful to keep bookmarked. I think she also has a hub on APA style.

My style absolutely follows no book of rules, but I most definitely want to apply corrections where mistakes are glaring. I will visit the Hubs suggested and I appreciate Elsie's discussion.
When I first started writing in 2007 I did get corrective references to my sentence structure. During a help session, an English teacher of whom I asked for help, hinted that she did not know what I met while going through one webpage. I know I need all the writing hints I can get.
Both work - the rest is just conformity camp and the merits those camps bring
The one thing to keep in mind, is to write to your audience.
Some hub material is informal and language would be best to stay informal,(albeit proper grammar is advised) just as the APA style is for mostly academics in a formal style.
I try to use the style most in tune when writing about different subjects.
