Weight on the human body has been moved around for tons of years, thousands. Weight can be gained in all areas of the body except the top of the head if too much fat must be stored. The main fat zones have a purpose. The stomach is a good place because it pads the organs from outside assault, but can also crush the organs. The butt contains fat due to the fact we sit on it, it cushions us for comfort. Fat is stored under the arms to keep the torso warm. Fat on the legs is the bodys way of leveling it out. Fat in the chest is to aid with milk production (females).

One of the factors in where a person puts on weight is gender. The other is body type.
In a person who starts out at his perfect weight and then starts to gain weight, where the weight shows up on most women first is below the waist and above the knees. Where it most often shows up first on men is around the middle. With enough weight gain the weight will eventually "move beyond" where it first showed up and begin to show up more obviously everywhere.
Where body type plays a role is that, man or woman, some people have more of an endomorph body type while others' body type if more mesomorph, regardless of gender. Endomorphs tend to gain weight in the pattern that women do. Mesomorphs tend to gain weight in the pattern that men do. People with extra weight are often said to either be "apple shaped" (like men and mesomorphs) or "pear shaped" (like many women and endomorphs). People can also have an ectomorph body type, and they are the people who tend to be naturally slender and generally not gain weight very easily.
With individual genetic make-ups, however, people may see variations in these common patterns of weight gain. In spite of the fact that women are often pear-shaped (because of their child-bearing role), we've all seen women who are more "apple-shaped".
The person who gains only a small amount of weight may mainly notice it wherever that first place for it to appear is, but more weight gain would eventually result in weight becoming more obvious in other areas.
Think about the areas that you have put weight on, and think about what you dont do that allow those areas to pile on the weight aka, toxins, aka stored energy (lol) aka cellulite. It's a matter of disciplining those areas by exercising whether through cardio exercises or repetition. For ex: Eating and constantly driving can activate cellulite below your behind, your thighs, lower abdominal aka love handles (lol) the list goes on. Be aware of what you aren't doing and do it. It will make the job much easier said and done.
Factor is gender as previously commented. Another is positioning as you eat and after you eat, while food is digesting, if you lay, sit, and lounge more than stand or walk you will gain it in certain areas heavier than others.
Stress is said to change hormone production and thus causing weight to accumulate uncommon areas or more undesired areas.
Certain food types from my experience cause weight gain in some parts than others. I cut down fast foods to twice month to avoid the feeling I gain fat in my chest and stomach with Bk or McDs so they are out almost all the time. Avoiding a lot of saturated fats has over-all resulted in a mass loss of body fat entire in all places.
Good fats do not gain on me, e.g. fats from peanuts or fat is fruit (avocados) I don't gain from just get more energy. I also have only half my thyroid so it differs from each individual.
