The question can be more descriptive. You mean a person which represent the country ? It is obviously Prime Minister Dr. manmohan Singh.
I feel your question it self is quite wrong and so is answer. First of all India is country with billion people and a democracy, very diverse. Almost all religions and people from most races live in India. Christianity for example-- India must be the only country where it has continued uninterrupted since first century AD when st. Thomas visited India. (tomb of St. Thomas is near chennai in south India). general slogan of Indian style (sarva dharma saman bhava - have equal glance on all religions). One of the slogans from Indian philosophy which inspires lot of action and management in India is "Karm Karo Phal ki asha mat Karo -- (do your work well without worrying about its result) "
Politically some states are ruled by very socialist and communist parties some others by very centrist parties and some others by very community oriented party. Indians discuss politics a lot (like Russians of "idiot" era ) talk a lot. In fact lot of things became bad politically because they went on just talking about socialist goals of minimal life style instead implementing it has been done in USA, West Europe. (see some of my articles about economy if you like to knowa little more -on financial turmoil)
Obviously such a country will have many Politicial leaders not just one. Manmohan Singh may have been a good economist at one time. But your impression that he is the main person responsible for economic reforms or that he is very successful as prime minister is quite wrong. (see a series of articles I wrote about shiv sena menace in Mumbai some days back and how Manmohan singh's party was involved in it and what type of problem it causes the country.

What do actually you want to know? One who has the credential to lead a number of people for a political party is called a political leader .
India has a democracy as its political system.There are many political parties in India both regional and national.The elected representatives form the government.
So it the a goverment of the people by the people for the people.
