the simple answer is "nothing" - there's no offical tea party, no bylaws or constitution or searing in ceremony, so pretty much anyone who wants to can say they belong to the teaparty.  much like other loosely defined groups in the past - antiwar groups, evangeligals, soccer moms, yuppires, yippies, etc, it 's a short hand for a cluster who usually share some similar ideas.

right now, the Tea party isnt so much a specific agenda as it is an easy target for various other groups to either praise or denigrate

I love how people dismiss the Tea Party as it means absolutely nothing.  I am 34 years old and lived through enough Presidents to only see the Tea party out and about for the first time now.  What it really means is that the politicians today are more corrupt then they ever were, and that people oppose the President of the United States for good reason.  People are angry at what they are seeing from this President and are voicing there concerns about what is going on this Country.  What the good American people prooved to this Country was that they could vote for a Black President and they did so.  The people in this Country just want to get there jobs back and they are tired of the outrageous Government spending on nonsense.  The people who have lost families in 9/11 are tired of this administration allowing things to happen on sacred grounds.  A Mosque being built and wanting to have Terrorist trials in civilian courts near Ground zero.  For the first time in American history, you are seeing an administration that is not for the people by the people.  So in November, vote with your heart and what is good for America.

I am not so into the "party" aspect of politics as I am the conceptual aspects of it. In other words, I would tend to describe myself as a "conservative" as opposed to a "Republican", although some view those as the same. From what I can assess, the Tea Party per se is really not a party but more of a movement.  It is conservative in nature and focused on the premise of grass-roots development of the principles of getting government out of the lives of people to the greatest extent possible.  There is no profitability in big government and the bigger it gets, the more it demands to be in your life to a greater degree.  Without restraint in this area, we the people, soon become servants of the government instead of the way it was intended...the government serves us at our desires and under our license.  We have lost sight of that concept which was so important in forming this country.  I see those involved with the Tea Party Movement to be much akin to those early pioneers of America...fighting to regain control of an out of control government.  These are grass roots local organizations that have formed communications networks across the country to share ideas and directions.  There is a national impact but the organizations forming the movement function on a local basis.  Some will scoff and assign labels to the movement but there is a growing sector of the population that truly believes the movement will be pivotal in the history of America, possibly one of the finer moments. Simply what it stands for is Taxed Enough Already. It also stands for fiscal responsibility and not passing insurmountable debt on to our children and grandchildren.
