    Because Windows operating systems are the most common operating systems in the world, malware writers concentrate most of their effort on windwos where they will be able to infect more people. Thus more vulnerabilities are found as there are more concentrated efforts to expose them.

    I'm sure there are other reasons, but im doing an essay write now and i cant think of them.

    That's why exploits are used for. If there is no vulnerabilities than how a malicious hacker or a cracker hack and if windows become fully pached than who buy the anti virus, firewalls and who buy the original windows

    They want us to buy new versions of Windows without any real good enhancement. So, the old bugs are cleaned and new are presented.
    Like a cat and mouse race.
