I thought you use Dreamweaver to design webpages?  Photoshop may be used on the graphical side of the webpages, but to design webpages by itself, I don't think so.  I am not an expert in photoshop, but I use PS for editing my photos.

I don't know the answer to this question, but I would like to take a minute to recommend the softare program GIMP as a free alternative to Photoshop.  I had a period when I needed to manipulate some photos.  But I did not want to spend the hundreds (and hundreds) of dollars that it takes to buy Photoshop.  Instead I got into GIMP, and it took care of my needs.

You can learn more about GIMP, and download it for free here: http://www.gimp.org/

Also, I used this book to learn about how to use GIMP:  http://gimpbook.com/

Hmm ... perhaps I should create a hub about GIMP!

Its not possible to create webpage directly in Photoshop. Photoshop doesn't code websites for us, It only gives a visual idea to web-designer how his website looks like.

As we create blueprints before building a house web designers builds a complete website layout in Photoshop and then build a website according to that layout.

No way. You can only prepare the graphics with photoshop for webpages that can be implemented with any HTML editor like Dreamweaver or Frontpage or even with notepad with an advanced skills.

Probably the easiest way is using the free (also without signup) service called psd2css.
Here, you can upload your photoshop file to the site where it will be converted to css.
Once the conversion is complete you can download the zip file, which contains the completely prepared css page(s) to your computer. Then you upload it to your own site and you're in business.
Below is a link to a easy to follow video on doing all of this:
    http://www.youtube.com/watch?v=y6oXOZz32Hw
Steps for proper naming of the layers can be found under this link: http://psd2cssonline.com/node/128#guidelines .
The name of the site: psd2css.com.
The only cost here is the time it takes in assigning the layers with proper names.
    Hope that helped.
