Not sure about girlfriends, but I've said it (and meant it) to seven wives.  Of course, six of those are exes now, but I still meant it at the time.

I've said it to about 4 different people, but I've only meant it with one. Lucky for him he's my hubby lol

I've only said it to two girls. With one I didn't really mean it, I had love for the girl but i didn't consider myself to be in love with her, regretfully I only said it because she said it first and i didn't want to be mean or cruel and not say it back. I was 13 at the time. But with the second girl i meant it fully and completely and still mean it today, she is the love of my life and has been since we were 16 years old, we completely love and trust each other and i feel truly blessed to have her love to call my own.

There are different types of love.  I've had many boyfriends (and an ex-husband) that I loved, on some level.  But there's a difference between loving, respecting, and appreciating someone, and that deep connection that you feel when you truly are in love with someone.

So, to answer your question.  I've said "I love you" many times, and meant it - but probably only two men in my life did I say it with a feeling like they were a part of me.

Four official "boyfriends" and two unrequited loves - though I don't think I actually ever said those words to the one who took longest to get over!

The last of the boyfriends became the husband. :-)

Too many!!! and I've meant it every time. However, I've not been IN love with them all.

I would say all of them...and I truly meant it at the time. Love is different than being in love.

I've always meant it, whenever I've said it.  But I don't always keep loving them the same way (or at all, if things are really bad in the long run).

    Zero.

But the comment box says my answer is too short, so I wrote this sentence too.

Said it twice...one to a girlfriend. And meant it once, to my ex wife.
