Does main stream media encourage us to fear?

    Absolutely.

Fear, lust, and greed are all major motivational factors for human behaviour - and they can easily be manipulated to sell products or corporate notions of events.

The emphasis on negativity in all of the media outlets is simply by design. You keep everyone in a fearful and distrustful state, it lowers their own potential of becoming more. The people who look deep to find the truths in our world either do something to get the public informed or stand idly by and become jaded by the circus show called televised news.

Agreeing with Wesman Todd, on this one. As they say so often, "Sex sells." So does fear. Fear can be used to create opposition, because people tend to lash out when they are afraid. If someone in control of a particular media outlet wishes to oppose certain changes in the social or moral order, fearmongering can accomplish this, a la Fox News. It also can be something as innocuous as the fact that people simply want to be apprised of what they feel might threaten them, and pay greater attention to such things. Thus, it is in the media's benefit to create, exaggerate, or seek out threatening and fearful topics.

Yes, I could make that case for all media, including Fox!

Absolutely. Look at the main stream local news. The stories include: murder, rape, violence, fires and then one good uplifting human interest story every single night.  The elite national media point out dangers of life at every turn. I idea is that you should be on the lookout for bad people. Keep your doors locked. Don't help anyone because they could be attempting to do harm. Wear a helmet when biking.
