How would you approach a neighbor who makes noise at weekends (as early as 8am for the whole day)

Noises are  from his DIYing (like sound of hitting wall of constructing wardrobe)

I wouldn't. The day is well underway and he has work to do. Where ear plugs to sleep in that late.

This would depend on if you live in city. When I use to live in the city we had ordinances that stated any noise was to be done between 9am and 9pm. So it would at least curb the issue when it is super early. We live in a rural area now and we have a neighbor who stays up for days working on his old broke down car. Even if it is 3 in the morning there is nothing that can be done. He is a drug addict that owns lots of guns so talking isn't an option, neither is the police. He's lived out here in the country for 15 years and thinks he can do as he pleases.
If it's during normal hours I hate to say but that's when people work. Asking him to stop would seem just as annoying to him as the noise does to you. If you work nights and need to sleep during the day you could always ask him if he could hold out till a different time to do the loud stuff.

Here in Florida, we're allowed to approach that neighbor with a handgun raised.... and we say to him or her:   "I think that the noise that you are making is threatening my safety and well-being.... .. and I am going to STAND MY GROUND and plug you one, if you don't stop....'

I LOVE living here and having the luxury of "stand your ground"!!!!!!!
