Why do some Hubs, at the very end of the article, lack the vote up/down button?

How do you feel about having a VOTE UP button only?I'm all for constructive feedback for hubs, but feel the VOTE DOWN option doesn't do anything to assist a writer with content or grammatical aspects. If you don't like the content etc then don't vote it up. It's that simple.
