   The better answer is for Charity to be done at the local level where it can be applied where and how it should be needed.
   
   Charities generate income for the charity first, then what is left is handed out. That is why charities for the health cures like Cancer, Heart Disease, etc. have been going on for over a half a century without Real Cures.

   I think with wealthy families giving their children lots of money with no incentive to work is really bad. On the flip side donating to Charitable Organizations like American Cancer Association, Good Will-Salvation Army, World Hunger, etc...are very worth while and these organizations survival depends upon everyone giving a small portion to them.

   Charity can be highly beneficial if it targets services few others can provide at an affordable cost for the very poor - hospitals, schools and orphanages are good examples.
   Charity can make people lazy if there is no vetting for enabling bad behavior, like blindly giving money to people without caring if they use drugs or alcohol.

      Yes, the amount spend for charity must be under consideration of productivity and outcome. And the outcome should improve the standard of living of the people.

   In the United States, oftentimes, charities lack productivity.  It teaches people to look for handouts.  It even makes people lazy.   Charities are like bandaids to solutions of poverty.  When people know that they get charity, they really do not have the impetus to better themselves.  They know that somehow & somewhere their needs will be taken care of.   As the late Dr. Hawkins indicated that one of the worst things is to give a poor person charity, he/she will be content, even anticipating that charity instead of helping himself/herself become self-sufficient.
   
   In developing countries, there must be efforts beyond charities to help poor people become more affluent.  There has to be mass education & job initiatives established.  Many governments in these countries are very corrupt & greedy, thinking about their own economic aggrandizement, not their people.  This also goes for the more affluent & educated people of those countries.  They have to think & act beyond themselves to establish educational & job initiatives to develop the population further than they are.
