Why do the lower classes expect the middle & upper classes to carry the former's socioeconomic
weight? Why do the lower class contend that the middle & upper classes OWE them socioeconomically? If you are middle &/or upper class, do your poor relatives expect you to support them because you are the more successful one in your family? Have you disassociated, even disowned your poor relatives because they were nothing but socioeconomic leeches?
There's this concept that some people aren't paying their "fair share" and that taxing the snot out of them is going to relieve the lower class. The nation cant tax itself into prosperity but rather its a strong robust middle class that leads us into prosperity and generates wealth.
To really help the poor, the policies that are set forth in poverty stricken areas need to be examined. Remove some of the taxes that go along with starting a business and encourage people to start taking risks associated with starting those business's, thereby actually lifting them out of poverty and their communities with it. Handouts and welfare programs are nice if someone is in dire need but not the way it is today. It just keeps people down and bonded to the state. I'm no economist but I try to err on the side of freedom and less government.
So to answer your question with my very limited knowledge of economics: The easiest answer to their problems is also the quickest answer. Let the state take away from the rich and middle class and give to them in the form of welfare.

The problem is since 2008 much of the lower middle class slid into the lower class. These people unlike the solid lower class worked for a living and paid taxes, but they lost their jobs, their homes, their insurance, but they would like to work again.
The traditional and stable lower class doesn't make enough money from a job to come out ahead of where the handout has them. So they don't want to work.
They just feel that the country owes them a living, whether it is because they are descendants of slaves, or just poor choices. But many of them are generations into this class and handouts. They know how to work the system. That is their job. The government is their employer, and they know what the boss wants.
When you are given the excuse "the reason you are poor is because they are holding you down", it frees the individual from responsibility for the condition though it denies their agency to work and move up.
But it also gives someone in power the ability to keep them down by saying "I'll take from those oppressing you and give you what they're keeping from you", guaranteeing the votes of those who now see you as Robin Hood and become dependent on the handouts / redistribution.
And the political narrative "they're holding you down, it is their fault you are poor!" is furthered by the politicians who benefit from buying votes through tax dollar redistribution to justify the redistribution and loyalty of the receivers.
