    That would be ideal.
    However it will never happen as a rule because we're free to mate as we please. No one wants to take away that freedom. Everyone born poor hopes to be a "rags to riches" story.
    It's part of "The American Dream".
    They act with the belief  "somehow" things will work out.

      It SURE would be....IDEALLY NICE.  However, we are still under the mistaken notion that parenthood is a right.  Well, LOOK AT THE RESULTS of such A FALLACIOUS idea.  NOT EVERYONE is parent material.  There should be LICENSES re: parenthood.

    Oh God, a loud resounding yes.   As of now, any John, Dick, Jill & Jane can become parents  & look at the results of such.  Children have to endure abuse, impoverishment & other forms of ills as the result of parents who are totally not fit emotionally, intellectually/educationally, psychologically, & most of all, socioeconomically to be parents.   If people thought mindfully & be prepared emotionally, intellectually/educationally, psychologically, & socioeconomically before they became parents, most of our societal ills would be eradicated.   

    Yes, there should be mandates placed to determine a person's emotional, intellectual/educational, psychological, & socioeconomic fitness to be a parent.  Parenthood isn't nor shouldn't be for any old John, Dick, Jill & Jane.  Parenthood should be for those who have through tests demonstrated their emotional, intellectual/educational, psychological, & most of all, socioeconomic fitness & preparedness to be parents.  After all, parenthood is one of the highest vocations as one is entrusted with the nurturing, guidance, & education of future generation & only a few are capable of being effective parents.

    I am concerned with the high bar this sets.
    Conservatives often repeat Michael Savage's line, that liberalism is a mental disorder. Liberals routinely and reflexively call conservatives stupid, evil, crazy. I consider "phobic" insults a version of crazy, because it means the person is not logical but irrationally afraid.
    If you say only those who are emotionally fit can be parents, that means whoever is in charge can say the other side is unfit to be parents.
    Now add in the "intelligent" and "educated". Liberals consider themselves smart and educated just by being liberal, so they can write off anything conservatives say as stupid and ignorant. Lazy moralizing, but it works to a degree or else why bother. By their own definition, a liberal welfare Mom who votes Democrat is smart and should be allowed to have children but a stupid conservative couple shouldn't be allowed to. Want to have kids? Do the smart thing and convert to liberalism.
    That is dangerous because it ties ones rights to belonging to the right ideology. And yes, both sides can use the same reasoning to deny these rights to the other. So don't open the door.
