I want to know, as per new terms of use, whether the author of the hub holds the ownership of the content or not. Also, whether the author can secondarily publish the same articles elsewhere?

My understanding is that copyright will remain with the author but he or she can not publish it simultaneously in other places. For that author has to delete his article from HP first.
This is incorrect. You cannot reproduce an article that has been published elsewhere until all traces of it have been removed. However, you can publish your articles anywhere you like AFTER they have been published here. There is no penalty.
The copyright belongs to you, but HubPages/Maven reserve the right, while you are using the platform, to reproduce your work as they please. This is normal practice nowadays. You are free to remove it at anytime.

So far, thanks to the Idle hubs "feature", I have had my second month in a row where I haven't earned $50 through the HP Ad program... and these are the only 2 times, out of the history of me using HP Ads, that I haven't reached the $50 mark.Weren't the idle hubs supposed to help...
