I'm trying to get this hub featured but it keeps getting rejected for being spammy. I've made changes but I can't figure out what aspects are causing issues. I have similar hubs about other nations that were approved without any issues, so I have no idea why there are problems with this one. I would appreciate suggestions.

There are several articles with similar wording. Yours might have triggered the duplicate content filter.
Take any paragraph of your article and paste it into Google and you'll see what I mean.
The 'spammy' thing is on the form rejection and may not be a factor.
I don't see any spammy decisions made by our mod team. Did you get the spammy-specific email? I only see "needs improvement."
Yes, the email I got specifically said spammy, so I removed duplicate words. It's more than 700 words, doesn't have formatting issues, no broken links, no grammatical issues according to Grammarly and only 2% match for the Grammarly plagiarism checker. I've submitted it again, but I've given up hope that it will be featured at this point. It's well written and original, so if it can't get through as is, I don't think there's anything I can do to make it better.
I asked the team and they said the blanket email that says "Your article may be spammy or needs improvement" was sent.
