Overly promotional..is it 2 links or more than 2 links

   I have had a hub flagged for overly promotional, I had one embedded link in my text and then I had the same link with a description in a link capsule..I thought the overly promotional was MORE than 2 links to the same domain or a link and RSS to same domain

      You're right, it is MORE than two links - but there are two exceptions.
      
      One is if the text is duplicate content.  The other is if you have several Hubs all pointing to the same site.
      
      I have several Hubs pointing to my belly dance site, several to my flamenco site and several to my ballet site.  But I also have a larger number of Hubs that DON'T point to those sites, so it's allowed.  If all I did was write Hubs to link to my websites, I probably wouldn't be allowed 2 links in each.

   When you look at the overly-promotional entry in the FAQ, it says more than two links to one domain.
   
   When you read the definition of "spam" that is listed when you click on the link to flag a Hub for admin to review it, the definition says "Solely promotes another site, especially when Hub links all point to one site."
   
   Essentially, that spam definition covers "landing pages," which drive traffic to a single site, even if there's just one or two links. 
   
   If you want to build landing pages, it's better done over at Squidoo, where you can have up to nine links to a single domain.

   I'd be curious to know how many links you can make to a particular domain (across all of your hubs)until you get pulled up by Hubpages. It's about time I started making my own sites.

   I only post my personal sites- and then not too many - on my profile pages.
   
   HubPages really frowns on creating hubs to just promote another website, as already pointed out by Relache.
   
   And I hope that they continue that policy. I can't prove this quatatatively, but I think that that strictly enforced limit is one of the reason that HP gets such great google traffic.
   
   Google hates doorway pages that provide nothing of added value, and just point to other sites that have substantially the same info on them.

   More thoughts. The HP team really knows what they are doing in terms of website optimization and layout. Look at their bios and you'll see their wealth of education and experience.
   
   So I really try to stay not only within the letter of the law but the spirit of it as well.
