Not necessarily. For some, rain is freedom. For others, it is a drag that forces them to sit inside. I love to sit with a book and coffee at the window when it rains. So, not everyone gets depressed with rain. But yes, if you are an outdoor person, rain can be a spoilsport.

For some people if there is no enough sun light they feel depressed or sad. Hence the SAD syndrome described during the windter months where there is not much sun light during the day and people feel sad - er during these winter months.

    SAD - Seasonal affective disorder

The rain doesn't make anyone depressed, DStettler.   If you notice that you become depressed when it rains, or you know someone who seems to, you'll find that they have thoughts, beliefs and possibly memories associated with the rain that contribute to depressed feelings.  Thankfully, people and things don't make us feel.  If we don't like the way we feel, we can learn to identify and change our thoughts that lead to those feelings.  For more about this, see http://hubpages.com/hub/Thoughts-Feelings-and-Actions  Hope this helps, DStettler.
