    make sure that it is edited and well written, send it to an agent, I think most publishing houses these days will only read something they receive through an agent.  Or, try submitting directly to a publisher.  Make sure you send it to a publisher that prints children's books, make sure you send it to the right person in the right department, phone the publisher to find out, the receptionist should know.
