    Clean it and change the furniture round.

    No disrespect, but by cleaning carpets, curtains and furniture (if you cannot afford to replace) can work wonders. Not only can it brighten the room, but also makes it smell nice too.

    If you can afford to, repainting makes heaps of difference--only try to make a better job than our landlord did.

    New cushions don't necessarily have to cost the earth, nor do pictures or other accents like lamps.

    A clean change of view can be quite cathartic and can change the way you feel about a room.

    I agree, painting a room can make a world of difference.  You can also cut out stencils of designs and use it to create borders and other accents in a room.

    Also a big poster in a decent frame helps. You might look at amazon and see what's available.  You might be able to find something on sale.

    Accesorise in a contrasting colour...cushions  ,a candle or two ,flowers and lamps....lighting is important to the feel of a room

    First thing that I would do is take a look around and take an inventory of what you already have in your house. You may have some collections of things that are sentimental to you, or just that you enjoy collecting. Then I would take a look at the furniture that you have already, and see what can be repuprosed. Some of my favorite web sites that have interactive room design ,HGTV, Better Homes and Gardens, and if you do enough research you can find some that will help you design floors, and choose colors. I recomend the Home and Garden Tv site because they have an abundence of repurpose ideas. You can do it on a budget, have a garage sale , go through all you stuff and see what you can sell. I like to make money from home to help out with fixing up my house, sometimes it may take a few months or so to get a goal acomplished on my list of things to do with my home, however it is worth the wait  when you sit back and see all the work you have done pay off.
