You mean ILLEGAL alien, don't you? There are likely ways they can get around any requirements, if any, illegally. Just like they get around everything else, such as getting jobs, sponging off welfare, popping out anchor babies, etc.
I don't know about collecting the lottery winnings, but it is taxable. In fact, all income earned in the U.S. is taxed here, even illegal gains. Think Al Capone.
Check Section 62 of the Internal Revenue Code. They don't miss much.
