Hi Mark. The owner of a supply business wants me to write articles to drive people to a catalog site
If I ghost write using his name and web link in the resource box, some TOS say this is Impersonating (not allowed). It appears others allow me to sign up with different names and web sites under one account, and submit articles accordingly, but these types of sites are in the minority, I think. Also, some TOS say I can't list an affiliate site in article or resource box. They say I have to set up a separate web page for people to go to first and I'd rather they go straight to his site. So exactly how do I write articles for a business and point people right to their web site?
You will not be listing an "affiliate" - you will simply be listing a website - which is not a problem. An "affiliate" would be a page where you added a code and got a commission if you made a sale. Just use his website - not a problem. Good luck.

Does anyone know any more sites that pay per article, and not page view, that are not scams?
