A rich person can be some one with a very modest income, he or she may be rich in family, friends, love, happiness ... the percieved wealth is subjective to the observers point of view. Some of the richest (monetarily speaking) people are some of the unhappiest, and therefore not rich at all as viewed by those where friends and family are of the utmost importance.
As carcro mentioned rich does not always mean having monetary wealth. You can be considered rich by living a happy normal life. If you set out each day with the goal to be happy then you will be rich in happiness each and everyday of your life.
I do not think income has as much to do with being rich as ownership of assets might. Someone earning a salary of $1 Million per year can easily become poor if they lost their job. Plus, many six-figure income earners have difficulty living within their means and are buried in debt. Someone who maintains merely an above-average standard of living without having to be employed (due to income generated from net assest) is someone I would call "rich".

Do you personally know of any rich people who have found a poor person and helped them? I am not talking about people standing in front of grocery stores handing out $10.00 gift cards to anyone that walks by. I mean have you ever known of any rich person seeking out a poor to help them?
