If you opt for the HubPages ad program, you'll need to have a PayPal account because HubPages pays by PayPal. However, if you just go with Google AdSense, you don't need a PayPal account because AdSense does not pay by PayPal.
Google pays by different methods. To find out more, you can check out the Google AdSense site and read up on the TOS, FAQs, policies, rules, guidelines, etc.
So if your country does not have PayPal, you can just opt for the AdSense program instead of the HubPages Ad program.
Here's the difference between having only AdSense ads versus the HubPages ad program - http://hubpages.com/faq/#hpads-appearance .

I'm getting tired of seeing that I've earned a little money (okay, very little money) every month, being told that I do have an Adsense account AND my Hubpages posts are linked to Paypal, yet I don't get any deposits.I thought for sure I'd find an answer to this issue in the forums, but I haven't...

I saw a solicitor today to write a new Will, which focussed my mind on what will happen to ongoing earnings after my death. Can my Executors have my hubpages account transferred to my beneficiaries? If so, what is the procedure.

I've been looking for a job for a while and heard that it's possible to earn a little money on Hubpages through writing articles and blogs. I found that I have to have a PayPal account in order to receive any payments and was wondering is I have to pay anything out of pocket in order to open one.
