At 14 all he can do is (believe) he is "in love".
Odds are most people are not going to find their "soul mate" at age 14. Unfortunately when we're teenagers we aren't mature enough to know just how unrealistic our expectations are. Our hormones are raging and all adults are too stupid to know what is our heart....etc "We're going be together forever!"
The truth of the matter is at age (14) you really don't know who (you) are! There is no way you can know what you (want and need) in a mate for life. Secondly your "teen world" love has no conflict with other life obligations. No one has an overbearing boss, demanding job, mortgage/rent, utilities, car notes, and other items fighting for your mindshare and attention.
Falling in love while your parents take care of all your needs will be the one time you'll know what it's like to feel "in love" without any pressures in life. This is why so many people later in life "romanticize" just how (great) their "first love" was. More often that not it took place when they were students in high school or on a college campus. Life is mostly "carefree" during those years.
Lastly most people (fail their way) to success when it comes to relationships. If this were not the case most of us would be married to our high school sweethearts!
You are constantly evolving and discovering what works for you and what doesn't, how you like to be treated, what traits you want in a mate, and learning from bad choices you're likely to make.
Realistically you're better off to (just have fun dating) and focus on your studies. Live in the moment and let thoughts of being Mr. & Mrs. fade for now.

Of course he can. Our brains are wired for love long before the rest of it settles in. Will it get him anywhere? Probably not, he's still young, but youth is and always will be foolish.
