Yes and no. Yes, because if I can say "this is the worst US president we've ever had," then I can look forward to a better one next time. No, because there is no practical purpose in the ranking. And, also because the criteria that historians use to make these rankings varies greatly, so we are unlikely to ever have a consensus. And if we do come to consensus, what have we achieved? I submit that there are better uses for our time.
I don't know how to judge the worst. Republicans will say the Dem presidents are the worst, and vice versa. I think there are mistakes all have made in the past. It's hard to tell. I used to think Bush junior was a horrible president, but I'm not so sure now. Obama has done some things I don't approve of. While I think he's done some good for the country, he sucks at foreign policy.
